Nutrition labelling requirements in Japan

Packaged food sold in Japan must carry a nutrition declaration under Food Labeling Standards (Cabinet Office Ordinance No. 10 of 2015); 栄養素等表示基準値 (2015). This page covers the Japan - 栄養機能食品 (FNFC) format: Food with Nutrient Function Claims - 栄養素等表示基準値 (2015). A supplement panel lists whatever the product contains rather than a fixed set, but 25 nutrients have a published reference intake, values are declared 1日摂取目安量当たり and alongside a 基準値に占める割合* column. 3 statements are mandatory on pack, including "本品は、多量摂取により疾病が治癒したり、より健康が増進するものではありません。1日の摂取目安量を守ってください。". The panel carries the footnote "* 栄養素等表示基準値(2015)(18歳以上、基準熱量2,200kcal)に占める割合". The panel is headed "栄養機能食品". NFL builds a print-ready Japan nutrition label from your recipe, applying the rounding rules and reference intakes for Japan automatically, and exports it as PDF, PNG, SVG, JPG or EPS.

Foods with Nutrient Function Claims (FNFC, 栄養機能食品, eiyo kino shokuhin) are one of Japan's three categories of Foods with Health Claims. The rules are in force under the Food Labeling Standards (Cabinet Office Ordinance No. 10 of 2015), administered by the Consumer Affairs Agency (CAA).

FNFC is a self-certification system. No product approval or filing with the CAA is needed, provided the product meets the set nutrient levels and uses the prescribed wording. It covers prepackaged processed foods and fresh foods sold to consumers, so it is used for vitamin and mineral supplements as well as fortified foods.

The label must identify the product as a nutrient function food and name the nutrient, for example 「栄養機能食品(ビタミンC)」, which is mandatory. All mandatory information must be in Japanese, including on imported products.

Which nutrients qualify and how amounts are declared

Only nutrients with a prescribed function claim can be used. The CAA lists 20: n-3 fatty acids; the minerals zinc, potassium, calcium, iron, copper and magnesium; and the vitamins niacin, pantothenic acid, biotin, A, B1, B2, B6, B12, C, D, E, K and folic acid.

For each claimed nutrient, the amount in the recommended daily intake must fall between the lower and upper limits set in Appended Table 11 of the Standards, which is mandatory. Too little and the claim is not allowed; too much and the product does not qualify.

The nutrition declaration uses the recommended daily intake as its basis for the nutrients relevant to the claim. The label must also show the claimed nutrient as a percentage of its nutrient reference value, together with a statement of the age group and energy basis behind those reference values.

Mandatory statements on an FNFC label

The FNFC-specific information below is mandatory, on top of the ordinary Japanese food labelling requirements:

  • the words 栄養機能食品 and the name of the claimed nutrient;
  • the prescribed function statement for each nutrient, word for word;
  • the recommended daily intake and how to consume the product;
  • the prescribed intake precautions for the nutrient, also word for word;
  • the balanced diet statement 「食生活は、主食、主菜、副菜を基本に、食事のバランスを。」;
  • a statement that the product has not been individually reviewed by the Commissioner of the CAA, unlike a Food for Specified Health Uses; and
  • preparation or storage precautions, and warnings for specific groups, where needed.

The function wording and precautions cannot be shortened or paraphrased, even if the meaning stays the same. The standard nutrition declaration required for processed foods still applies alongside these statements.

FNFC versus FOSHU and Foods with Function Claims, and importing

Japan's three health claim categories work differently. FOSHU (特定保健用食品) needs individual government review and permission before sale. Foods with Function Claims (機能性表示食品) need the business to hold scientific substantiation and notify the CAA before sale. FNFC needs neither, because the nutrients, levels and wording are fixed in advance.

For importers, a foreign Supplement Facts panel or vitamin claim does not satisfy FNFC. If the product will carry a nutrient function claim in Japan, the nutrient must be on the list, the daily dose must fall inside the limits, and all prescribed statements must appear in Japanese.

Translating an overseas label is not enough. The importer should check the label against Japan's Food Labeling Standards item by item, including the ordinary requirements that apply to all foods.

How NFL handles it

  • Applies the correct rounding rules for every nutrient
  • Uses the right Daily Value / Reference Intake table for this jurisdiction
  • Renders the required front-of-pack warnings automatically when thresholds are hit
  • Handles multilingual labels where required (bilingual EN/FR, EN/ES, Arabic + EN, etc.)
  • Exports print-ready vector PDF, PNG, SVG, JPG, and EPS

Common questions

What must a Food with Nutrient Function Claims label show in Japan?
The words 栄養機能食品 with the nutrient name, the prescribed function statement, daily intake, how to consume, prescribed precautions, the balanced diet statement, a not-individually-reviewed statement and the % of the nutrient reference value. All of it must be in Japanese.
Which nutrients qualify for FNFC?
Twenty: n-3 fatty acids, six minerals (zinc, potassium, calcium, iron, copper, magnesium) and thirteen vitamins. The amount per daily intake must fall within the limits in Appended Table 11.
Does an FNFC product need approval from the Consumer Affairs Agency?
No. FNFC is self-certified, so no approval or filing is required as long as the product meets the set levels and wording.
Who regulates FNFC in Japan?
The Consumer Affairs Agency, under the Food Labeling Act and the Food Labeling Standards (Cabinet Office Ordinance No. 10 of 2015).
How does FNFC differ from FOSHU and Foods with Function Claims?
FOSHU needs individual government approval, and Foods with Function Claims need pre-market notification with scientific evidence. FNFC needs neither but is limited to fixed nutrients, levels and wording.
What must an importer change on a foreign supplement label for Japan?
All mandatory information must be in Japanese, and any nutrient function claim must use the prescribed wording, daily intake limits and precautions. A translated overseas label usually does not comply.
