Nutrition labelling requirements in Montenegro
Packaged food sold in Montenegro must carry a nutrition declaration under Uredba o informisanju potrošača o hrani (2018). This page covers the Montenegro - Uredba o informisanju format: Montenegrin transposition of EU 1169/2011. A compliant Montenegrin nutrition label declares 7 mandatory nutrients: energy, fat, of which saturates, carbohydrate, of which sugars, protein and salt. Values are declared per 100 g or 100 ml, with energy in both kJ and kcal, and salt rather than sodium. The panel is headed "Nutrition Declaration". CNR is required on pack. There is no mandatory front-of-pack warning scheme. NFL builds a print-ready Montenegrin nutrition label from your recipe, applying the rounding rules and reference intakes for Montenegro automatically, and exports it as PDF, PNG, SVG, JPG or EPS.
Official regulation
Key facts
Montenegro food labelling requirements and the legal framework
Montenegro's food information rules are in the Regulation on food information to consumers (Uredba o informisanju potrošača o hrani), adopted by the Government and in force. The text states that it transposes EU Regulation 1169/2011, so its content closely follows the EU rules, although it is Montenegrin law and the EU regulation does not apply directly.
A new Food Safety Law (Zakon o bezbjednosti hrane) was published in Službeni list Crne Gore No. 59/2026 and is in force. It makes compliance with the Government's food information requirements mandatory for businesses that produce, process, distribute or place food on the market.
The framework is currently transitional. The 2026 law gives the authorities time to adopt new implementing rules, and regulations made under the previous Food Safety Law keep applying until they are replaced, as long as they do not conflict with the new law. The existing Uredba therefore remains the applicable labelling instrument.

Mandatory food information and the Montenegro nutrition declaration
For prepacked food, the Uredba makes these mandatory where they apply: the name of the food, ingredients, allergens, quantity of certain ingredients, net quantity, durability date, storage or use conditions, the responsible business, origin where required, instructions for use where needed, alcoholic strength where relevant, and nutrition information.
A nutrition declaration is mandatory, subject to the regulation's exemptions. It shows energy and the amounts of fat, saturated fat, carbohydrate, sugars, protein and salt, expressed per 100 g or 100 ml.
Monounsaturated and polyunsaturated fat, polyols, starch, fibre and qualifying vitamins or minerals are voluntary additions. Values per portion or per consumption unit may be added where the portion is quantified on the label.
Montenegro food label language and imported food labelling
The confirmed language requirement is Montenegrin. The food legislation states that information for imported food must also be written in Montenegrin, which is mandatory before the food is sold.
The food information rules do not require Serbian, Bosnian, Croatian or Albanian to appear alongside Montenegrin on every label, which sets Montenegro apart from Bosnia and Herzegovina, where three languages are recognised on labels.
For imports, Montenegrin information is mandatory even when the original pack has information in another language. The rules do not prescribe a specific sticker method, so a supplementary label is acceptable if the finished pack gives all mandatory information in the required form.

Montenegro food labelling authority and enforcement
The Administration for Food Safety, Veterinary and Phytosanitary Affairs (Uprava za bezbjednost hrane, veterinu i fitosanitarne poslove) is the competent authority under the 2026 Food Safety Law. Its food safety sector carries out official controls and inspections.
The law lists compliance with the consumer food information regulation among the matters food inspectors check. Inspectors may take measures where food is not labelled or its label lacks prescribed information.
