Nutrition labelling requirements in Azerbaijan

Packaged food sold in Azerbaijan must carry a nutrition declaration under Law on Food Products (1999) - AFSA / Codex-aligned. This page covers the Azerbaijan - AFSA (Law on Food Products) format: Azerbaijani Codex baseline via Food Safety Agency. A compliant Azerbaijani nutrition label declares 7 mandatory nutrients: energy, protein, fat, saturated fat, carbohydrate, total sugars and sodium. Values are declared per 100 g or 100 ml, with energy in both kcal and kJ, and sodium rather than salt. The panel is headed "Qida dəyəri / Nutrition Information". Azerbaijani is required on pack. There is no mandatory front-of-pack warning scheme. NFL builds a print-ready Azerbaijani nutrition label from your recipe, applying the rounding rules and reference intakes for Azerbaijan automatically, and exports it as PDF, PNG, SVG, JPG or EPS.

Azerbaijan food labelling requirements under the Food Safety Law

Azerbaijan's food label rules are in the Law on Food Safety, No. 523-VIQ, which entered into force on 1 January 2023, with transitional provisions. It applies to food placed into circulation in Azerbaijan.

Under Article 17, these are mandatory on food labels:

  • name of the food;
  • food and energy value;
  • composition and quantity;
  • quality indicators;
  • production date and shelf life;
  • storage conditions;
  • allergens;
  • origin;
  • manufacturer name and address;
  • production method; and
  • instructions for use.

Labels must be accurate, clear and understandable. They must not claim effects the food does not have, present common features as special, or say the food prevents disease or has therapeutic properties.

Azerbaijan nutrition label and energy information

Article 17.2.1 makes "food and energy value" a mandatory label item for all foods within scope, not only those carrying a claim.

The Azerbaijan Food Safety Agency (AFSA) Rules on Hygiene Requirements for Food Products, approved by Collegium Decision No. 19 of 3 November 2020, add that labels must be accurate, clear, understandable and legible, and ban misleading claims.

Azerbaijan food label language requirements

Azerbaijani-language information is mandatory for food sold in Azerbaijan. Under Article 17.4, if an imported food's label, name, composition, shelf life or instructions are in another language, an Azerbaijani translation must be provided.

AFSA has stated that food without Azerbaijani-language labelling may not be imported or sold. Other languages may appear alongside, but cannot replace the Azerbaijani text.

Azerbaijan imported food labelling and AFSA control

Imported food follows the same label rules as local food, plus the translation requirement, and importers must ensure Azerbaijani information is in place before the food goes on sale.

AFSA is the central authority for food safety regulation and state control. Under its statute it oversees the whole food chain, including packaging, storage, transport, sale, and import and export. Extra rules apply to foods for infants, young children and special dietary uses.
